I guess it depends on how tough an insert you want to consider. ITG did some very comprehensive 500 goal sets in Ultimate, Signature Series, etc in the past that had hard signed parallels. Upper Deck had the 500 Goal card inserts across various products with an autographed parallel as well... not sure on how complete they ended up though.
