Harmonized System (HS) Codes for Shipping

My web searches show that the HS codes for hockey cards are as follows:

4911.99.6000: This code is for sports cards, including hockey trading cards, printed by a lithographic process.
4911.10.0080: This code is for business/advertising trading cards, which may also apply to some hockey cards.

Are these values "international" or are they used for items going into USA only?

For clarity, if I use 4911.99.6000 on incoming shipments from Get It Shipped (into Canada), and I itemized the list of singles (all are vintage ITG, "Made in Canada"), along with declared purchase values, would I be able to achieve the goal of paying only GST and PST on import - or would I still get dinged for the 25% tariffs?

@mclaw131 You reference HTS 4911.91.00.30 in one of your posts. Other sources I searched said to use 4911.99.6000. Do you know which is considered more appropriate?
