eBay non paying bidder rules

I've searched high and low, and I can't find any specific number of days before you can legitimately put in a non paying bidder note to ebay.

if anyone can point me in the right direction i'd really appreciate it.

as a continuation to this question, if you say someone was a non paying bidder, can they leave you negative feedback? or is the transaction voided?
 
If you try to early it won't let you. you'll have to wait 10 days from what I can remember.

I know it's 7, I have deadbeats that take that long - so I have to fire the shot across the bow to let them know it's time to pay. 7 days after that then you can get your fees back and have the strike go against them
 
my bad, oh well. I've only had to do it a few times, I'm fairly relaxed about it. I don't do it until the 3 week mark usually. It seems to work out alright. 700+ positives, 0 negs. both ways buying and selling.

Why do you only give a week? do you only take paypal, then I can understand, but if mailing the money it can take a lot longer.
 
Sometimes people are waiting for others to pay them in Paypal so that they can just transfer a balance... that can delay a payment. Regardless, I like getting it out of the way ASAP.

yeah, that would be my guess as to why it's taking a while, though, if you were in that situation, wouldn't you reply to the seller's e-mails? I find it odd that I haven't heard from this person at all.

I also like to get things settled up and only bid on auctions that I know I can afford. oh well, it takes all sorts to make up this crazy world.
