They seem to be unlicensed cards that are tied to some sort of foundation. Seem to have some likeness affiliation, but nothing I can see about being licensed by the NHL or whoever.

FSHQ is a foundation aimed at helping athletes with disabilities. The cards are unlicensed and profits go towards the foundation. If I remember correctly from one of the French boards, some people were questioning the authenticity of the autographs for some players. I can help translating from their website if needed.
